The Budget Templates can be completely edited in the Blogger Template editor. You can change all your fonts, your colors, links, text sizes, etc.
The background will show in all the pieces of your template, and changing it is a snap. I recommend that you use a seamless background and you can literally change the look of your blog in seconds, while keeping the same header and footer.
